The Tip-Top pre-operational survey includes a whole range of activities in the interest of the customer, free of charge.

A Tip-Top Final Report of a Pre-Operational Survey Includes:
- Analysis of the real state of engineering systems
- Analysis of the composition of professional training of the operation service
- Recommendations on staffing, functional responsibilities, specialization, interaction, motivation
- Analysis of the financial activities of the maintenance service for the reporting period (at least 1 year)
- Estimation of statistical indicators of expenditures by expenditure items
- Creation of recommended operating budgets
- Conclusions and recommendations, justifications of optimization and possible cost savings
